IUOE Local 150 and Andrew Zinke. Is this Gangster Money for a Gangster Cop?

A few weeks ago I noticed something peculiar about a contribution made to Andrew Zinke’s campaign for sheriff. The contribution was from the IUOE or the International Union of Operating Engineers Local 150. What I found peculiar was that they were not Headquartered in McHenry County. They are in over 40 counties in 5 states for this local. They have a Hall in Lakemoor, IL but that I believe is actually in Lake County not in McHenry. Why would they have an interest in this sheriff’s election in McHenry County?

In trying to provide myself some clarity on the subject I sent a letter to James Sweeney the President and Business Manager for Local 150. In my letter to Mr. Sweeney, I asked what is the Union’s interest in the sheriff election for McHenry County. I also asked if he was aware of the way that the sheriff’s office conducts themselves. I liken their behavior as “gangsters,” but noted the reasons why I did. I told Mr. Sweeney if all possible I would like a response in a couple of weeks and a lack of response was a response of affirmation that they did understand that they supported gangsters. While I waited for a response that I was never to receive, I found some things of interests that explained that they do indeed know that they are supporting gangsters in the McHenry County Sheriff’s Office. First, people that I talked to about these guys were afraid to talk about them. I heard the same reference from people over and over again,  “I don’t want to get ran off the road.” If they were familiar with this union at all, that was the standard reply. I could except this once or twice, but after that I felt like there was a real trend here. I started to do my own search on the web and then I fully understood their fears. The International Union of Operating Engineers is the tenth largest  union in the country, or at least that is what I could find. Then they are divided into Locals across the country and members report to their Locals. In short, we have to look at this from a national and local level. As of July of this year, members of Locals 12 and 501 have filed suit against their union. They have cited that the International Union of Operating Engineers have violated the RICO Act (Racketeer Influenced and Corrupt Organizations). You typically only hear the RICO Act being cited in mob cases. Some of the allegations being made are death threats against restive members, kickbacks to officials from employers that have short changed pension and training funds, one official is accused of using union money for entertainment and breast enhancements for a girlfriend; and another flew to auto races and family get-togethers on an $8.6-million jet ostensibly purchased for union business. In a Wall Street Journal article from this year states that Richard Griffin, former attorney for IUOE has been named as a defendant in federal racketeering lawsuit that claims he was complicit in covering up union embezzlement. This is more of the same thing noted in this article. Here is another article from the National Legal and Policy Center linking IUOE to the Gambino crime family in New York. The article is called the Gambino Mobster Sentenced in NYC Construction Scam. Here is an article the New York Daily News from December of last year about a Colombo Mobster named Charles Panarella, getting am award from the IUOE. This is while he is being charged with racketeering conspiracy and supervising the Colombo crime family’s influence over union Locals 14 and 15 of the IUOE. Mobster, 90, who avoided trial claiming too ill, makes appearance to receive award. There were many, many more articles that I could have continued to cite about the union at a national level, so let’s change gears and look at Local 150 themselves. William “Bill” Dugan was the previous President of Local 150. He stepped down from his position in June, 2008. He stepped down after the Chicago Sun-Times disclosed that the FBI and Labor Department were probing his potentially illegal use of union resources. He was sentenced to three years of probation for demanding farm equipment for his buffalo farm in Maryland from organizations that employed Local 150 workers. He was also sentenced for committing related offences. He had to pay over $40,000 fines and restitution. Here are a couple of articles on Mr. Dugan from the National Legal and Policy Center. The fact that Mr. Dugan was a thief stealing from his own union and from business’s’ that employed Local 150 workers did not prevent the current president Mr. James Sweeney from presenting Mr. Dugan with an award. Here is a document from the States Attorney’s office requesting a denial of Mr. Dugan’s request to travel and receive this award. If you want to learn more about Local 150 and it’s allegations of RICO (Racketeer, Influenced, and Corrupt Organizations Act) search “International union of operating engineers” “local 150” RICO. These guys strike fear in those that oppose them. From death threats, to destroying trucks and equipment of non-union members, and intimidation. Don’t take my word for it on these guys, do your own research, it is actually rather easy in this case. This brings me back to Undersheriff and Sheriff Candidate Andrew Zinke.

This is one of Andrew Zinke’s biggest supporters. They gave him over $12,000 just for signs. If you are contemplating on voting for Andrew Zinke, really think about who he is bringing to the table. We recognize supporters, supporting their candidate because they reflect their own values. What is the moral values of the leadership of the International Union of Operating Engineers?  Based on their rap sheet you would have to suggest Death Threats, Embezzlement, and stealing from their own membership is the values that they hold true. They see the best candidate in support of their values is Undersheriff Andrew Zinke. Simply put, gangster money for the promise of a gangster sheriff. The moral compass tells us to be on the opposite side of this one. If you have not come to the conclusion already, this is easily one of the most important elections in McHenry County in decades. It is an opportunity to get our community back. A community that has been hijacked by special interest for at least the past 40 years. A vote for Zinke is continuation of Nygren’s Good Ol’ Boy network of self-interest. We are not asleep anymore and our eyes are wide open to the tyranny that is on display. This article is only one more example of many of what is now in the conscious of the community. Do not wait for the DOJ (Department of Justice) to fix our community, we are all armed to defeat them. We are armed with voice to get the word out and a vote to execute change. We have an option in Bill Prim for Sheriff. It is time to commit for change, down with the Regime!!

I have put together some of the articles that I have written that are prevalent for the upcoming election in MARCH!. This is the Republican Nominee election but probably more important than the general election. It is most likely the winner in March will win in November and become sheriff. If you review the articles in the Knowledge Center, you will read all kinds of unbelievable things as it relates to this election.

Freedom of Information Act Appeal to get the remainder of my father’s file. In my efforts to get to the bottom of my father’s murder and what the McHenry County Sheriff’s office has done to me and my family 33 years ago. I filed a FOIA Request (Freedom of Information Act Request) to get my father’s case file. Many documents were withheld from my request. It is my believe the documents are withheld to protect guilty individuals that are known to Sheriff Keith Nygren and Undersheriff Andrew Zinke that covered up who actually killed my father during the original investigation. Start on page 11 to read what sounds like a murder mystery thriller, but this is my true life. It is backed by FBI reports, witness statements, and newspaper articles.

This article is based on my own father’s murder investigation and Undersheriff Andrew Zinke. I talked about how he made his own milestones and failed to meet every single one. How it took me calling NBC News Chicago to get Andrew Zinke to return my phone call about my father’s murder investigation, as he was the lead investigator. I am fighting to get the remainder of my father’s case file. It is my believe that Undersheriff Andrew Zinke and the Sheriff Keith Nygren are hiding and protecting individuals that covered up the true killer of my father during the original investigation.

Undersheriff Andrew Zinke told Brian Goode of the investigation. Two days later, according to Koziol, (Sgt. Koziol was working on the investigation and filed a complaint against Zinke) Goode gave Zinke’s election campaign a $5,000 donation. The RITA Corporation address is the same address as Andrew Zinke’s campaign headquarters.

Zane Seipler is a whistleblowing deputy that was fired by Keith Nygren after he exposed the sheriff’s office for racial profiling. Nygren was forced to hire Seipler back after he lost an arbitration ruling, a court hearing, an appellate court hearing, and a failed attempt to be heard by the Illinois State Supreme Court. After Seipler was hired back, Nygren fired him again. Zane Seipler is currently fighting to get his job back.

Another McHenry County Deputy under siege, Scott Milliman Scott Milliman was a deputy and former right hand man to Sheriff Keith Nygren. He was fired by the sheriff for whistleblowing that the sheriff allegedly transacted in ticket fixing, bribery, general corruption, fraud in a SBA Loan, and in tapping Milliman himself to kill a McHenry County Judge and a Coroner’s Candidate. Scott Milliman is currently fighting to get his job back.

Gary Gauger, of Richmond, was wrongly convicted of murdering his parents in 1993 and sentenced to death. He was falsely arrested and sent to Death Row by the McHenry County Sheriff’s Department for the double murder of his parents. Investigators from the sheriff’s department rigged a false confession so that they could convict him.

McHenry County Ethics Commission, Ethical or NOT!?!? The McHenry County Ethics Commission conducted a hearing of a complaint filed by Cal Skinner that Undersheriff Andrew Zinke used a government computer for a very politically charged email. The hearing was ran over by Zinke’s attorneys Mark Gummerson and Rebecca Lee. The sign up sheet to speak at the hearing went missing but found in the possession of Rebecca Lee. The commission went into secret session, made its decision, and did so without explanation.

Sheriff Nygren and EEO Officer Donald Leist Pete Gonigam won a Public Access Bureau (Illinois States Attorney) appeal for the release of a 100 page report conducted by the McHenry County Sheriff’s office. The report exonerated Undersheriff Andrew Zinke after he told Brian Goode that he and his RITA Corporation was a the focal point of a drug investigation by the DEA.

Zinke’s middle finger may cost Cal Skinner $5,000 After filing a valid ethics complaint against Undersheriff Andrew Zinke for using a government computer for his campaign, Cal Skinner was to face Zinke’s attorney Mark Gummerson. Gummerson was lobbying for a $5,000 fine against Skinner filing a valid complaint. An act of bulling and intimidation of a McHenry County citizen.

Undersheriff Andrew Zinke is so fearful to debate Bill Prim for McHenry County Sheriff that he lies to get out of it. Zinke knows that he would be out matched, outwitted, and the truth of his corrupt character would be revealed to the citizens of McHenry County. Instead of enduring such damage to his campaign he lies to coward out of it.

    Members of the local 150 have there own personal parking place at the McHenry County Court House… They also have their own personal key cards to enter and leave the court house, jail etc at their leisure… They have “MANY” “MANY privileges, compliments of Andy Zinke, Keith Nygren and “DA BOYS”.. Yep the Mafia has been in Mchenry County for decades and they are here to stay, unless of course the tax payers decide to vote Andy Zinke out of office.. Paul is right, we are all armed to defeat them. We don’t need guns or even words, we can defeat them by the power of the vote. We the people have “ALWAYS HAD THE POWER” we just have to realize it.. Andy Zinke, Keith Nygren, “DA BOYS” and the Mafia can’t take that from use. We have the power of the vote, which is protected by the Constitution. Well tax payers what will you do on election day. WIll you choose to stay home and sit on your couch and eat potato chips or will you actually get out and make the change happen? Frankly, I like an honest Government that has a semblance of integrity, better than I like my potato chips… you hold the power folks.. YOU CHOOSE…..

They also have their own personal key cards to come into the Government Building and Jail when ever they want…. Wish I could play in the same sandbox. How much do you have to pay to play “Lets Make a Deal” and “The Price is Right?” Come on down boys, we would all like to know the answer to that question. We the people are sick and tired of the “Shenanigans” of the Zinke and Nygren Circus. Paul is right we are armed to defeat them. We hold the “POWER” to create change, through the power of the vote. We just need to realize we have always had the “POWER” The Constitution has protected the right to vote on behalf of all of the people and the Local 150 and the Regime can’t change that. What will you do on election day, stay home and veg on your couch or get out and cast your right to vote. Personally, I like an honest Government with a semblance of integrity better than my TV. I will be at the voting booth casting my vote for BIll Prim..

    The IUOE represents heavy equipment operators.
    Dennis Gannon and James McNally started their careers as members of IUOE Local 150 working for the City of Chicago, then went on to take jobs with the Local 150 itself.
    They took advantage of a 1991 Illinois State law which allowed them to receive Chicago municipal pension credit for years worked at the Local 150, and furthermore their final earnings were based on their Local 150 salary, which was much larger than their final City of Chicago ending salary, which greatly inflated their City of Chicago pension.
    The Chicago Tribune and I believe Sun-Times wrote articles about that scenario.

    Illinois public sector pensions are a joke.
    Zinke and his wife (who works in Kane County) will likely receive pensions $100,000 or greater each when they retire.
    Combined income in retirement will be $200,000 plus.
    And the norm is police retire in their 50’s.
    The amount any public sector employee has contributed to their pension plan can be FOIA’d from the pension plan.
    It varies by pension plan, but typically employees receive their lifetime contributions back in their first 1 – 3 years of retirement.
    Employers (taxpayers) contribute far more to the pension funds than employees.
    The pension funds investment return is obviously another contributor to the pension fund.
    Any time a public sector union is involved in Illinois(IUOE is public and private sector), there is a pension story as well.

    You letter was probably not answered because your attempt at being a journalist was missing facts and wrong from the start, Local 150 is not in 5 states, and your pretending that the local has no business supporting a candidate in a county in which they operate and have members living as part of the community is the position that only local chronies would take. Our members work and live in that county. As for your trying to pretend this about public pensions, the majority of operating engineers living in this county are working private in the building and heavy highway construction trades. Misleading is about the best way to sum your article up. Best I can tell people and organizations living and operating in the county have a right to participate even if that means supporting candidates.

    Hi Alan, I appreciate the time that you spent to comment on my article. If I made an error in the geography of Local 150, point me in the right direction and I will make that correction. I did get that information off of the Local 150 website.

    Never has anyone accused me of being a journalist nor have I made that claim myself. You are the only one that has accused me of being a journalist; even a pretend one.

    My challenge was to get a response from the President/Business Manager for his motive for the very generous support of an Undersheriff with many allegations against him. You should refer to the letter I had sent to Mr James Sweeney. I shared a lot of good information with him on the Undersheriff. My letter was also to get the citizens of McHenry County to think. Why was the leadership of 150 being so generous? I am unsure what article you were referring to but I do not make any references to public pensions. I won’t respond to that because I can’t.

    I support the rank and file members of Local 150. They are good people and very hard working. I have no reason to think that you are anything less than that. I do not recognize your name. That is a good thing. They and you have my respect. You are correct that my article was misleading but not in the way that you suggest.

    I danced around the criminality of the leadership of Local 150. I know better through interviews and court documentation. You may want to read this article again because what I was really citing was the leadership Local 150 as being an Organized Crime entity. I would suggest that you could improve your Union. Make sure that it represents you in interest and character. Change the election process to popular vote of all leadership positions throughout. I believe the rank and file members of 150 would select leadership that would be much better community members than what the community and its members get now.
