Another McHenry County Deputy under siege, Scott Milliman

Deputy Scott Milliman in uniform.

Deputy Scott Milliman in uniform.

Last week’s article I talked about Zane Seipler’s battle with Keith Nygren and the McHenry County Sheriff’s Office.  This week I’m going to talk about another deputy, Scott Milliman, and his battle with Sheriff Keith Nygren, Undersheriff Andrew Zinke and the Sheriff’s department.

Much like Deputy Zane Seipler, Deputy Scott Milliman is engaged in his own battle with the sheriff’s office. He is in his own wrongful termination suit. Are you starting to see a pattern here? Under oath he had testified in Zane Seipler’s wrongful termination case that there was racial profiling going on in the sheriff’s office. The allegation that Zane had made when he was wrongfully terminated. Here is the Northwest Herald’s Analysis of the Racial Profiling Charges. Just Kidding. The Northwest Herald would never challenge the Good Ol’ Boy Network of Sheriff Keith Nygren. They accepted the three internal investigations conducted by the sheriff’s office. Of course, they did not find ANY evidence that racial profiling was going on. Fortunately, the Chicago Tribune, did do an analysis of this accusation and proved it to be true, click here to read the article. A 5th grade civics class could have conducted this analysis. (Are you paying attention Kevin Lyonns? (he is the editor of the Northwest Herald, we will be challenging him very soon)).

Prior to being wrongfully terminated, Scott Milliman served as a deputy for the McHenry County Sheriff’s Office for over 14 years. Over the years he received many commendations. He was even close to Sheriff Keith Nygren at one time. He was rising to the top at the McHenry County Sheriff’s office.

Milliman-+-Nygren

Deputy Scott Milliman with Sheriff Keith Nygren during better days.

Scott Milliman was diagnosed with brain cancer in the early 2000’s. He alleges that he got this cancer from the Ringwood manufacturer Rohm and Haas from air and groundwater pollution of the McCullom Lake area, which he patrolled. Here is a YouTube video of the CBS News reporting on brain cancer suffered by McHenry residents. In an interview with the Better Government Association, Milliman said his cancer experience forced him to soul search, and ultimately come clean with the alleged dirty dealings inside the Sheriff’s Department; some of which, he said he was involved in. He was quoted, “I just wanted to clear the table, God gave me another chance to be around,” Milliman told the BGA. “I wanted to do it right, I didn’t want to end up in federal prison.”

What were some of the allegations? They’re very wide ranging and very serious.

Milliman said that he was solicited by Sheriff Keith Nygren to murder the now deceased Judge Conrad Floeter (Judge Floeter died of natural causes). He said the Sheriff told him to push Floeter in front of a train while he was campaigning for Nygren’s political opponent at the Crystal Lake Metro station.

Dave Bachmann former Coroner's Candidate Alleged ordered to be killer by Sheriff Keith Nygren.

Dave Bachmann former Coroner’s Candidate Alleged ordered by Sheriff Keith Nygren to be killed.

Nygren allegedly solicited Milliman in another murder plot, to kill McHenry County Coroner candidate Dave Bachmann. Milliman said Nygren called him at home and told him to hang Bachmann ” and make sure it looks like a suicide.” Bachmann also ran a blog called Dirty Keith vs. Dirty Harry. In this blog he often attacked Sheriff Nygren.

Do you remember last’s week’s blog? I told you to remember the definition of narcissism and that Keith Nygren wear’s it like a glove. Here is the description again in case you forgot: Persons diagnosed with a Narcissistic Personality Disorder are characterized by unwarranted feelings of self-importance. They have a sense of entitlement and demonstrate grandiosity in their beliefs and behavior. They have a strong need for admiration, but lack feelings of empathy for others. These qualities are usually defenses against a deep feeling of inferiority and of being unloved. DANGEROUS!!!!

He also alleges that Nygren was funneling illegal immigrants through Zacatecas, Mexico with a Latino business leader. Sheriff Nygren established an officer exchange program in Zacatecas, Mexico. It seems strange to me that we would have an officer exchange program with Mexico. Don’t you think so to? With the same Latino business leader he also alleged Nygren was committing bank fraud on an SBA (Small Business Association) loan.

He also has alleged excessive force used by McHenry County Deputies. He reports retaliation by the leadership of the sheriff’s office for any deputies reporting unlawful conduct of other deputies. Allegations that Nygren was directly involve in ticket fixing. Keith Nygren’s acceptance of bribes intended to influence his actions as Sheriff. General corruption within the McHenry County Sheriff’s Office.

This is all very complicated. Scott Milliman wore a wire on and off from 2006 to 2009 for the FBI. However, he feels like he was ousted by the FBI to the Sheriff’s office. The FBI denies that. The FBI also states they neither know whether Scott Milliman’s allegations are founded or unfounded but they are not prosecutable. Supposedly the FBI has closed this probe of the McHenry County Sheriff’s office but will not release all the information related to this probe. It all seems very strange.

Undersheriff Andrew Zinke named in Milliman’s lawsuit

Scott Milliman has filed a wrongful termination suit against the county of McHenry, Sheriff Keith Nygren, Undersheriff Andrew Zinke, Commander John Miller, Sergeant Stephen Smith and Lieutenant Ken Nelson. Here is what Milliman alleges.

  • Immediately after Milliman’s deposition testimony, Schmidt, Milliman’s direct supervisor, Miller and Nelson wrote false reports critical of Milliman in order to provide a basis for Milliman’s termination.
  • Sheriff Nygren provided a copy of Milliman’s deposition to one or more individuals in violation of a federal court order.
  • Shortly after his deposition Sheriff Nygren removed Milliman from active duty and placed him on administrative leave in retaliation for his testimony at the November, 2010 deposition. On December 23, 2010 Miller stripped Milliman of his badge and Sheriff’s deputies identification.
  • Milliman was forced to use vacation days and sick days in order to receive pay.
  • Sheriff Nygren force Milliman to undergo psychological testing in retaliation for us truthful deposition testimony. Miller on more than one occasion contacted the psychologist conducting the psychological testing and provided false and negative information about Milliman in order to influence the outcome of the testing.
  • Prior to the psychological testing of Milliman, Miller and Nygren provided the psychologist with a copy of Milliman’s deposition, in direct violation of an April 7, 2009 protective order, in attempt to negatively influence the outcome of the psychological testing.
  • On April 4, 2011, without any lawful basis, Nielsen ordered Milliman to return his uniform and all law enforcement equipment in his possession to McHenry, under threat of disciplinary action.
  • On April 18, 2011 Lutz, Schmidt and Nielsen sees and took personal items from Milliman in retaliation for his testimony and in an attempt to provoke Milliman in order to create a pretext for his termination.
  • On May 5, 2011 Milliman filed a Charge of Discrimination with the Chicago office of the EEOC alleging that he was being retaliated against by the McHenry County Sheriff’s Department. On July 18, 2011 Milliman filed an Amended Charge of Discrimination adding perceived disability as an additional basis for retaliation.
  • In early August 2011 Undersheriff Zinke met with Milliman and told him that his deposition testimony have violated the General Orders of the Sheriff Department and that he would be seeking Milliman’s termination.
  • On August 17, 2011 Nygren terminated Milliman’s employment with the McHenry County Sheriff’s Department in retaliation for Milliman’s deposition testimony, EEOC charges and plaintiffs association with Zane Seipler.
  • As a direct and proximate result of the actions taken by the defendants as described above, the plaintiff has suffered lost wages and suffered other economic loss.
  • As a direct and proximate result of these actions taken by the defendants as described above, the plaintiff has suffered and continues to suffer extreme mental anguish, embarrassment, and emotional distress.

As I mentioned earlier, Scott Milliman’s case is very complicated. When we start adding all of this up with all the other wrongdoings of the Sheriff’s office, it all seems very plausible. There is a saying, that perception is king, I personally don’t buy into that. However, even if we had the very best Sheriff’s Department, just the perception of them in this would erode the people’s trust in anything and everything that they would do. I do think there’s some truth in all of this. If it looks like a duck, quacks like a duck, it’s a duck. Believe it or not there’s still so much more for you and I to talk about. We’ll do that another time. The deputies in McHenry County and the residents deserve so much more than this. It’s time for it to end. Sheriff Keith Nygren has anointed Undersheriff Andrew Zinke to take over his regime, I say we put a stop to it in 2014. It’s all up to us, are you ready to engage?

KNOWLEDGE CENTER

I have put together some of the articles that I have written that are prevalent for the upcoming election in MARCH!. This is the Republican Nominee election but probably more important than the general election. It is most likely the winner in March will win in November and become sheriff. If you review the articles in the Knowledge Center, you will read all kinds of unbelievable things as it relates to this election.

My mother and father, Ron and Kathy Scharff, 1969.

Freedom of Information Act Appeal to get the remainder of my father’s file. In my efforts to get to the bottom of my father’s murder and what the McHenry County Sheriff’s office has done to me and my family 33 years ago. I filed a FOIA Request (Freedom of Information Act Request) to get my father’s case file. Many documents were withheld from my request. It is my believe the documents are withheld to protect guilty individuals that are known to Sheriff Keith Nygren and Undersheriff Andrew Zinke that covered up who actually killed my father during the original investigation. Start on page 11 to read what sounds like a murder mystery thriller, but this is my true life. It is backed by FBI reports, witness statements, and newspaper articles.

Undersheriff Andrew Zinke and the Rita Corporation on RT 31Andrew Zinke for McHenry County Sheriff, Really??? This article is based on my own father’s murder investigation and Undersheriff Andrew Zinke. I talked about how he made his own milestones and failed to meet every single one. How it took me calling NBC News Chicago to get Andrew Zinke to return my phone call about my father’s murder investigation, as he was the lead investigator. I am fighting to get the remainder of my father’s case file. It is my believe that Undersheriff Andrew Zinke and the Sheriff Keith Nygren are hiding and protecting individuals that covered up the true killer of my father during the original investigation.

Undersheriff Andrew Zinke and the Rita Corporation on RT 31Andrew Zinke plus Rita Corporation equals ON THE TAKE Brian Goode and his RITA Corporation was a person of interest and focal point for the investigation of the distribution of 30 plus tons of marijuana. Undersheriff Andrew Zinke told Brian Goode of the investigation. Two days later, according to Koziol, (Sgt. Koziol was working on the investigation and filed a complaint against Zinke) Goode gave Zinke’s election campaign a $5,000 donation. The RITA Corporation address is the same address as Andrew Zinke’s campaign headquarters.

Deputy Zane SeiplerMcHenry County Deputy Zane Seipler under siege, Again!! Zane Seipler is a whistleblowing deputy that was fired by Keith Nygren after he exposed the sheriff’s office for racial profiling. Nygren was forced to hire Seipler back after he lost an arbitration ruling, a court hearing, an appellate court hearing, and a failed attempt to be heard by the Illinois State Supreme Court. After Seipler was hired back, Nygren fired him again. Zane Seipler is currently fighting to get his job back.

Deputy Scott Milliman in uniform.

Another McHenry County Deputy under siege, Scott Milliman Scott Milliman was a deputy and former right hand man to Sheriff Keith Nygren. He was fired by the sheriff for whistleblowing that the sheriff allegedly transacted in ticket fixing, bribery, general corruption, fraud in a SBA Loan, and in tapping Milliman himself to kill a McHenry County Judge and a Coroner’s Candidate. Scott Milliman is currently fighting to get his job back.

Gary Gauger, of Richmond, was wrongly convicted of murdering his parents in 1993 and sentenced to death. After years in prison his sentence was overturned and two gang members were later convicted of the murders. Gauger is released a book detailing the event called IN SPITE OF THE SYSTEM. (Ryan Rayburn photo)

How Gary Gauger got to DEATH ROW This is the real life, tragic story of Gary Gauger. He was falsely arrested and sent to Death Row by the McHenry County Sheriff’s Department for the double murder of his parents. Investigators from the sheriff’s department rigged a false confession so that they could convict him.

Undersheriff Andrew Zinke giving Cal Skinner the finger at the 4th of July Parade in Crystal Lake, IL.

McHenry County Ethics Commission, Ethical or NOT!?!? The McHenry County Ethics Commission conducted a hearing of a complaint filed by Cal Skinner that Undersheriff Andrew Zinke used a government computer for a very politically charged email. The hearing was ran over by Zinke’s attorneys Mark Gummerson and Rebecca Lee. The sign up sheet to speak at the hearing went missing but found in the possession of Rebecca Lee. The commission went into secret session, made its decision, and did so without explanation.

Pete Gonigam, publisher of the First Electric Newspaper.

First Electric Newspaper v.s. Sheriff Nygren and EEO Officer Donald Leist Pete Gonigam won a Public Access Bureau (Illinois States Attorney) appeal for the release of a 100 page report conducted by the McHenry County Sheriff’s office. The report exonerated Undersheriff Andrew Zinke after he told Brian Goode that he and his RITA Corporation was a the focal point of a drug investigation by the DEA.

Undersheriff Andrew Zinke giving Cal Skinner the finger at the 4th of July Parade in Crystal Lake, IL.

Zinke’s middle finger may cost Cal Skinner $5,000 After filing a valid ethics complaint against Undersheriff Andrew Zinke for using a government computer for his campaign, Cal Skinner was to face Zinke’s attorney Mark Gummerson. Gummerson was lobbying for a $5,000 fine against Skinner filing a valid complaint. An act of bulling and intimidation of a McHenry County citizen.

Will McHenry County be Ripped Off by Special Interest in Sheriff Election? I question the interest and the contribution to Undersheriff Andrew Zinke’s campaign from the International Union of Operating Engineers, Local 150 election. I send a letter to the President-Business Manager of the union James M. Sweeney.

Zinke-looking-right-eyes-at-cameraAndrew Zinke Fearful to Debate Bill Prim Lies to Get Out of It. Undersheriff Andrew Zinke is so fearful to debate Bill Prim for McHenry County Sheriff that he lies to get out of it. Zinke knows that he would be out matched, outwitted, and the truth of his corrupt character would be revealed to the citizens of McHenry County. Instead of enduring such damage to his campaign he lies to coward out of it.

Paul you have become the “champion” of our cause in McHenry County to hopefully get rid of corruption. Keep up the good work my friend we’re all be backing you.

  • Paul Scharff says:

Thank you so much Sandi. There are a couple of more critical people involved in making change then just myself. I have been fortunate to build a following of people like me, who love the community but haven’t paid attention. Now, people like me have been getting hint that something is wrong. I am turning that hint into a Come to Jesus of our reality. We need to engage the politics of what is going on and make change. There is a plan, just keep following me and tell others about the cause.

  • Duncan Mchenry says:

Again, where are your priorities Keith Nygren?…Clearly, Scott Milliman was terminated as a way for Keith Nygren to get even with him, for providing truthful testimony for Zane Seipler in Federal Court…..Nygren, never thought anyone would disclose his most coveted secrets of corruption within the Mchenry County Sheriffs Department. Scott Milliman did the right thing…And, the people of Mchenry Should never forget it….We owe a debt of “GRATITUDE” to this man…Believe every word Scott has to tell the people of our community, because it is all true. And, the information he has provided, could change the direction of Mchenry County politics, on a positive, productive and proactive course for all of us to be witness to. Scott, was a loyal employee for over 14 years, and once he disclosed the truth in Federal Court Nygren Fired him…Nygren, it doesn’t look good for you. Your “Arrogance” and “God Almighty” attitude can’t save you from the pending legal proceedings in the Scott Milliman case. And, the tax payers will pick up the tab for this one. Nygren, it appears, has a never ending legal defense, that the citizens of Mchenry County pay for for every step of the way. Believe me, Nygren’s pockets run deep, because all he has to do is reach into the pockets of every single tax payer in Mchenry County……Corruption doesn’t just exist in Mchenry County, it is rampant and I believe that Nygren and ZInke are the commanders of the corruption machine…..In 2001 during a custody battle my ex spouse provided a hand written diary to Judge Sharon Prather. In the diary, my ex spouse admitted to loading all forms of fire arms, and ammunition in a vehicle and then traveled over State lines to kill me and my entire family. Both the Sheriffs Department (Keith Nygren) and the FBI knew about this and neither of them did anything about it. The FBI Rockford lacks all objectivity when it comes to Keith Nygren and his entourage. The FBI is simply unable and unwilling to do their job when it comes to Keith Nygren and the Mchenry County Sheriffs Department…..So when election time comes around choose wisely people. We hold the power to make change….Bill Prim is the man to bring productive honest change for our community. We are counting on you Bill Prim, to change our community through your role in Mchenry County. And, we are counting you to make it right and reinstate Scott Milliman and all officers who have lost their jobs because Keith Nygren feels the need to get even and retaliate…………………… “WE ARE COUNTING ON YOU BILL PRIM”

This blog is awesome!!!!! I’m 32 years old and have had a seasoned past. I have had many run ins with the law as I was a troubled youth. I had encountered Officer Milliman many times in my party days and I can honestly say he is a good man. He gave me breaks when I deserved them and locked me up when I didn’t. It took me a while to grow up and find my place in society but now I have family and like most Father’s I want the best for my kids. I don’t want my kids to live in a community where the Police and Sheriffs can do as they please and arrest who they want. Where big drug busts happen conveniently before elections. It’s like they’re mimicking the Federal Government. Manipulating media and everything. My point is something has got to change. They rake in money ticketing at will and spend it all an obvious attempt to bury the people who believe in justice. Milliman and Seipler testified against the Sheriff’s Dept. only because they believed that is was righteous to do so.

I have created a multimedia business called Platinum Multimedia. I have professional Video Equipment and Editing software and I know how to use them. I would like this story to be my first documentary. I would like the people of McHenry County to see what’s really going on and I would like to use my medium as a way to get people to vote, and not for Under Sheriff Zinke. If you like this idea Paul we can team up and you can help provide me with data that I need to get this project going. We can make a film addressing the issues from you last blogs and share it on every social media site we can think of. Let me know if this something you would be interested in.

  • Paul Scharff says:

You absolutely have my attention and I think that this is a great idea. Can you send me a message on facebook and we can begin there. All the light that we can shed on the on-goings of McHenry County will help in making change happen. Thank you for reaching out to me.

  • Tammy hay says:

I believe Scott Milliman …he is a very good man. When my husband died nine years ago, my son took it very hard and tried to commit suicide as well.scott was a mentor to him and took time away from his family to take my son to a bears game and to be there for him. He would stop by our house just to say and that we were doing ok.He actually cared..you don’t find that on the police force anymore. Anything he says I would believe .

  • Paul Scharff says:

That is a very touching story. Pass this article around. Awareness to his story is his very best bet when he battles it out with these gangsters.
